Starting January 20 at 9:00 a.m. , individuals included in Phase 1B, as well as anyone from Phase 1A who has not received a vaccine, residing in the Lincoln Trail District can register for a vaccine appointment on our website. This includes healthcare workers, first responders, and adults age 70-years-old and older. The state has coordinated vaccination efforts for K-12 school personnelโ€”these plans have been shared with school leadership across Kentucky. We do not have an active role in vaccinating this workforce.Individuals in these groups who do not have internet access can call our main office at (270) 769-1601 and press option 1 to receive help with scheduling.Appointments will be booked on a first-come, first-serve basis dependent on vaccine supply. We will not accept patients who do not have a scheduled appointment. Proof of identity, age, and residency will be required upon appointment arrival and inability to provide documentation will result in being turned away.

Join this webinar for a preliminary overview of the Shuttered Venue Operators Grant program included in the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act signed into law by President Trump on Dec. 27, 2020. Eligible organizations with a reduction in revenue due to the COVID-19 pandemic will have the opportunity to receive up to a $10 million grant under the program. In total, the Economic Aid Act allocates $15 billion for the Shuttered Venue Operators Grants. This webinar will provide introductory information about the grants, who can apply, how potential organizations can prepare, and other detail re: eligibility and applications.

Notice: Paycheck Protection Program resumed January 11, 2021 at 9am ET

SBA,ย in consultation with the U.S. Treasury Department, reopened the Paycheck Protection Program (PPP) for First Draw Loans the week of January 11, 2021.

To promote access for smaller lenders and their customers, SBA will initially only acceptย First Draw PPPย Loan applications from participating community financial institutions (CFIs), which include Community Development Financial Institutions (CDFIs), Minority Depository Institutions (MDIs), Certified Development Companies (CDCs), and Microloan Intermediaries. Paycheck Protection Program lending will reopen to all participating lenders shortly thereafter.

Borrowers can be matched with qualified PPP lenders using SBA Lender Match.

Loan details

The Paycheck Protection Program is a loan designed to provide a direct incentive for small businesses to keep their workers on payroll. First Draw PPP Loans can be used to help fund payroll costs, including benefits, and may also be used to pay for mortgage interest, rent, utilities, worker protection costs related to COVID-19, uninsured property damage costs caused by looting or vandalism during 2020, and certain supplier costs and expenses for operations.

SBA will forgive loans if all employee retention criteria are met, and the funds are used for eligible expenses.

  • PPP loans have an interest rate of 1%.
  • Loans issued prior to June 5 have a maturity of 2 years. Loans issued after June 5 have a maturity of 5 years.
  • Loan payments will be deferred for borrowers who apply for loan forgiveness until SBA remits the borrower’s loan forgiveness amount to the lender. If a borrower does not apply for loan forgiveness, payments are deferred 10 months after the end of the covered period for the borrowerโ€™s loan forgiveness (either 8 weeks or 24 weeks).
  • No collateral or personal guarantees are required.
  • Neither the government nor lenders will charge small businesses any fees.

Who may qualify

The following entities affected by Coronavirus (COVID-19) may be eligible:

  • Sole proprietors, independent contractors, and self-employed persons
  • Any small business concern that meets SBAโ€™s size standards (either the industry based sized standard or the alternative size standard)
  • Any business, 501(c)(3) non-profit organization, 501(c)(19) veterans organization, or Tribal business concern (sec. 31(b)(2)(C) of the Small Business Act) with the greater of:
    • 500 employees, or
    • That meets the SBA industry size standard if more than 500
  • Any business with a NAICS Code that begins with 72 (Accommodations and Food Services) that has more than one physical location and employs less than 500 per location

How and when to apply

You can apply for a First Draw PPP Loan until March 31, 2021, through any existing SBA 7(a) lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. You should consult with your local lender to find out whether it is participating in the program. All new First Draw PPP Loans will have the same terms regardless of lender or borrower.

Reapplying and Loan Increases

Existing PPP borrowers that did not receive loan forgiveness by December 27, 2020 may:

  1. reapply for a First Draw PPP Loan if they previously returned some or all of their First Draw PPP Loan funds, or
  2. under certain circumstances, request to modify their First Draw PPP Loan amount if they previously did not accept the full amount for which they are eligible.

As part of an end-of-year pandemic relief package, Congress has passed several changes to the Paycheck Protection Program (PPP) and created a โ€œSecond Drawโ€ PPP for small businesses who have exhausted their initial loan. Other changes impact eligibility for initial PPP loans, the loan forgiveness process, and the tax treatment of PPP loans.

CITY COUNCIL APPROVES ADDITIONAL BUSINESS RELIEF GRANTS

CITY COUNCIL APPROVES ADDITIONAL BUSINESS RELIEF GRANTS

Many Local Restaurants, Bars, and Gyms Eligible

Bardstown, KY [ Dec 15, 2020 ] โ€” The Bardstown City Council has approved funding for an additional round of business relief grants for local restaurants, bars, and gyms that have been affected by Governor Beshearโ€™s Executive Order 2020-968. At a special meeting called on Tuesday, the Council voted to approve the program, with eligible businesses being able to apply as soon as the next day for relief grants ranging up to $3,000.

This program was made possible because of the recent announcement that Bardstown would receive an additional $298,000 in CARES Act funding for first responder salaries and expenses. This funding from the State means that Bardstown will now be able to use its General Fund for additional business relief grants.

In order to apply, a business must meet all of the following requirements:

  1. Exist within the city limits in a brick-and-mortar location
  2. Own the property/building or have a properly executed lease with the property owner
  3. Be current on City of Bardstown property tax payments, occupational license fees, net profit submissions, and maintain a current business license
  4. Be a restaurant, bar, or gym open and operating before November 1, 2020
    1. Restaurants must NOT be a franchise or franchise-affiliated
    1. Gyms must be locally owned and operated

Businesses will be able to apply on the cityโ€™s website at www.cityofbardstown.org/relief starting Wed, Dec 16th. Applications will be accepted through Dec 31st, with the first funds being distributed on Jan 6th, 2021.

LTADD Receives $550,000 Grant to Help Small Businesses with Pandemic Recovery

ELIZABETHTOWN, KY – The Lincoln Trail Area Development District was awarded $550,000 in grant funds from the Economic Development Administration as part of the federal $11.6 million CARES Act Recovery Assistance program. These Revolving Loan Funds (RLFs) will provide critical gap financing to small businesses and entrepreneurs in Kentucky who have been adversely affected by the coronavirus pandemic.


LTADD was one of 850 existing, high-performing EDA RLF, Economic Development District, University Center, and Tribal grant recipients invited to apply for supplemental funding under the Coronavirus Aid, Relieve, and Economic Security (CARES) Act.


These funds will help to meet the short-term working capital needs of businesses and entrepreneurs in the Lincoln Trail Region. This includes Breckinridge, Grayson, Hardin, LaRue, Marion, Meade, Nelson, and Washington counties. The short-term working capital needs that can be met with these loans includes
payroll, rent, utilities, interest payments, supplies, inventory management, and/or payment to suppliers. Loans will range from $5,000 to $25,000.


LTADD Executive Director Mike Burress stated he was pleased that local businesses would be getting much needed relief. โ€œThis pandemic has been difficult for all of us, including our local businesses. We are grateful to be working with partners like the Economic Development Administration to utilize these funds
